Governor Baker: Support the Mass Cultural Council budget increase

Dear Governor Baker,

As arts and cultural leaders and supporters from across the state, we are thrilled that the MA Legislature voted to increase the Mass Cultural Council’s budget to $18 million, as part of the FY20 state budget. This increase ensures the Mass Cultural Council can continue to do its work in providing grants and services to the creative community.

Arts and cultural nonprofits in Massachusetts support more than 73,000 full-time jobs, generate over $2.2 billion in total spending, and bring in nearly $100 million in state tax revenues. Public investment in these cultural organizations is a proven and reliable generator of economic activity, most noticeably in higher need areas of the state, such as our Gateway Cities and rural communities.

The arts and cultural community looks forward to your approval of the FY20 state budget and the Mass Cultural Council line item (0640-0300), and working with you and your administration to build a more vibrant, connected, and equitable Massachusetts.

The benefits the arts sector bring to our communities do not happen by accident. They are the result of strategic investments in Local Cultural Councils, working artists, cultural institutions, community groups, and youth programs by the Mass Cultural Council, which focuses on expanding equitable access to art for all residents.

Specifically, the increase will allow for the Mass Cultural Council to:

  • Increase grants to its 329 Local Cultural Councils, the nation’s largest network of community arts support led by 2,500 volunteers in every city and town.
  • Reinvest in the Cultural Investment Portfolio, the core operating support program for more than 400 nonprofits.
  • Increase investment in Creative Youth Development Programs, nationally recognized programs that use the power of the arts, humanities, and sciences to help young people learn, grow, and thrive.
  • Deepen investments in its Universal Participation (UP) Initiative, which supports a growing cohort of cultural nonprofits that are breaking down barriers to participation through inclusive, diverse, equitable, and accessible policies and practices.

Invitation to Create the Vote Gubernatorial Forum

To focus the candidates and voters on the issues, the Create the Vote Gubernatorial Forum on Arts, Culture, and Creativity will bring the candidates for governor together for a discussion on the issues in front of the statewide community. Below is an invitation which will be sent out next week to the candidates inviting them to the event on July 15th at The Hanover Theatre for the Performing Arts in Worcester.

  Allocate the remaining $26 million to repair and rebuild our cultural facilities

Dear Governor Patrick,

From our world-class facilities to our neighborhood arts centers and community playhouses, arts and culture have built connected communities and a vibrant, thriving economy across the Commonwealth. Our cultural venues make Massachusetts an exceptional place to live, work, play and visit.  

Yet every year, our cultural facilities continue to age. With hundreds of thousands of visitors each year, our venues are subject to wear and tear and ever-changing building codes, and require vigilance to make sure they are accessible to all.

As a coalition of arts, community and business leaders from across the state, we want to thank you for recognizing the economic and cultural value our facilities bring to the Commonwealth. Through your leadership, the Cultural Facilities Fund has granted $54.8 million to 269 cultural organizations for the planning and development of our cultural facilities in 99 cities and towns; provided 14,808 building jobs to architects, engineers, contractors, and construction workers; and created 1,412 new permanent jobs.

In 2009, the legislature provided you with $50 million in capital funds, allowing for an average yearly allocation of $10 million to our cultural facilities over five years. Your yearly allocation has remained around $5 million, leaving a reserve of $26 million in the final year of authorization.

We ask for your leadership in investing in the Commonwealth's cultural facilities by allocating the remaining $26 million of the Cultural Facilities Fund in the last year of this cycle.
